This page is for a US controller, finance systems lead or sustainability manager at a company that runs Oracle and now owes someone a carbon number: a parent in scope for California SB 253, a scored CDP response, a large customer collecting supplier emissions, or a lender. The question on the table is usually the same one. Oracle says the sustainability app is included, so should you switch it on, or buy a separate tool? The answer depends on which Oracle you run, how much configuration capacity your Oracle team has this quarter, and when the number is due.
Does Oracle have carbon accounting software?
Yes. Oracle announced Oracle Fusion Cloud Sustainability at Oracle CloudWorld on September 11, 2024, describing it as a new offering within the Fusion Cloud Applications Suite "at no additional cost." Oracle's Fusion Insider blog is more precise: beginning with quarterly update 24D it is available "to all customers who subscribe to Oracle Fusion Suite Professional Cloud Service," and an Oracle webinar page describes it as having "no additional license requirements for Fusion ERP customers." Oracle's Fusion Cloud global price list dated October 8, 2026 carries no separate line for it.
The application collects activity data, calculates emissions with factors you map, and records the result in a sustainability ledger that uses your Fusion accounting calendar and period close. Oracle is explicit that this ledger is "not a financial ledger and has no relation to your financial accounting process." It is a separate store for emissions, organized the way finance people already think about periods.
| Product | What it does | What it needs | Published price |
|---|---|---|---|
| Oracle Fusion Cloud Sustainability | Creates activities from Payables invoices or imports, calculates Scope 1, 2 and 3 emissions with mapped factors, posts to a sustainability ledger | An Oracle Fusion Cloud instance, enabled under Procurement, Product Management or Supply Chain Materials Management | No additional cost for eligible Fusion subscribers; no separate price list line |
| Fusion Data Intelligence | Prebuilt Scope 1, 2 and 3 emission dashboards fed from the sustainability ledger | A Fusion Data Intelligence subscription | Not used on this page |
| Oracle Cloud EPM for Sustainability | Planning, targets and narrative ESG reporting on top of the ledger data | Oracle Cloud EPM; Standard lists at $250 and Enterprise at $500 per user per month | EPM per-user list prices |
| EBS Environmental Accounting and Reporting | An older emissions module for E-Business Suite 12.1 and JD Edwards | On-premise EBS or JD Edwards | Legacy; not part of the Fusion product |
How Oracle Fusion Cloud Sustainability calculates emissions
The data path starts in Payables. A scheduled process called Generate Sustainability Activities from Payables Invoices picks up invoice distributions that are "fully validated and accounted" and copies the supplier, legal entity, ship-to country, item, amount and quantity into a sustainability activity. Classification rules decide which activity type each invoice becomes, using fields such as invoice type, the procurement category hierarchy or the purchasing category on the PO. Oracle's documentation says this route is "particularly useful for Scope 3 Category 1 (Purchased Goods and Services)." Since update 25B an AI option can classify invoices and suggest rules. Anything outside Payables, such as meter reads, fleet fuel or data from a non-Oracle system, comes in through REST APIs, spreadsheets or file-based data import.
Two details matter more than the feature list. First, the factors are yours to supply. Oracle ships accelerator spreadsheets with "sample" factor mappings from the US EPA and the UK government, and you load your own spend-based, quantity-based, item-specific or supplier-intensity factors, ranked so the most specific one wins. Second, every activity type has to be assigned a scope and one of the GHG Protocol's 15 Scope 3 categories by your team; the application calculates, it does not decide what a purchase is. Later edits to an invoice are not picked up, so corrections have to be handled on the activity.

The top bar is CARB's own figure from its SB 253 regulatory impact assessment; the breakdown is on SB 253 compliance cost. The Oracle bar is honest about the license and silent about the work, because the work is where the cost sits: someone has to load factors, write classification rules, assign every activity type a scope and category, and validate the ledger before anyone outside the company sees a number. Our prices are on the pricing page and are paid by card, monthly or yearly.
Is Oracle Fusion Cloud Sustainability really free?
The license is, for the right subscription, and the rest is not. Oracle's wording varies between "customers," "Fusion ERP customers" and subscribers to "Oracle Fusion Suite Professional Cloud Service," so confirm eligibility with your Oracle account manager in writing before you plan around it. The prerequisite is a Fusion contract: the October 2026 price list shows Fusion Suite Professional at $330 per hosted named user per month with a ten-user minimum and terms of 36 months or more, and Fusion ERP Cloud Service at $625 per named user per month. If you already pay for that, the sustainability app costs you configuration time. If you do not, it is not a reason to buy Fusion.
The configuration is the real line item. Legal entities, the accounting calendar, currencies, inventory organizations, units of measure, suppliers and items must already exist in the instance. Factors have to be sourced and loaded. Classification rules have to be written and tested against a year of invoices. Oracle's readiness notes show the sustainability features added in 24D through 25C and none in the 25D to 26C updates, so what you configure today is what you will run next year.
Oracle-native route
- 01 Oracle Fusion Cloud An eligible Fusion subscription with legal entities, calendar, suppliers and items set up
- 02 Load your factors Sample EPA and UK government mappings as a start; your own factors, ranked, for the real inventory
- 03 Rules and activities Classification rules turn validated, accounted Payables invoices into activities with a scope and category
- 04 Sustainability ledger Emissions by period, then dashboards in Fusion Data Intelligence or reporting in Cloud EPM
CarbonAccounting.ai route
- 01 Export from Oracle Payables invoice lines from Fusion, EBS or JD Edwards as CSV or XLSX
- 02 US factors per line EPA USEEIO spend factors and eGRID electricity, with the factor stored on each line
- 03 Review the unsure lines Every line gets a scope, one of 15 Scope 3 categories, a reason and a confidence score
- 04 Evidenced inventory Each tonne linked to its invoice line, ready for SB 253, CDP or an assurance provider
Oracle E-Business Suite and JD Edwards carbon accounting
Fusion Cloud Sustainability runs inside a Fusion Cloud instance. We found no Oracle statement offering it to E-Business Suite or JD Edwards customers, and the only way to feed it non-Fusion data is to import that data into a Fusion instance. EBS 12.1 and JD Edwards once had a separate Environmental Accounting and Reporting module, but it belongs to the older generation of products and is not what Oracle sells today.
The data you need is already in those systems. In EBS, the Payables invoice register or an invoice distribution extract gives you the supplier, the GL account, the line description, the invoice date, the amount and, for PO-matched lines, the quantity and unit. In JD Edwards, the voucher and purchase order detail tables carry the same fields. Export a full reporting year to CSV or XLSX and upload it: the column mapping is detected once and reused next year. If you migrate to Fusion later, the inventory stays valid, because each line keeps the invoice number and supplier it came from.
Carbon accounting for Oracle Fusion Cloud ERP users in the US
CarbonAccounting.ai starts from the Payables export your Oracle system already produces, whether that is an OTBI analysis on Fusion, an EBS report or a JD Edwards extract. It proposes a GHG Protocol scope and one of the 15 Scope 3 categories for every line, writes the reason and a confidence score next to it, and sends only the uncertain lines to a reviewer. That is the step Fusion Cloud Sustainability leaves to your rules. Every tonne stays linked to the invoice line that produced it, every factor choice and override is logged with an owner, and a method change is versioned rather than overwritten.
The trade is plain. We do not post into your Oracle ledger, we do not build product carbon footprints for thousands of items, and we do not replace Cloud EPM for narrative ESG reporting. If you need emissions inside Fusion next to procurement data, use Oracle's app and staff the configuration. If you need a defensible Scope 1, 2 and 3 inventory by a date, at a published price, run by finance, start here.
Where each option fits
Oracle Fusion Cloud Sustainability
You are on an eligible Fusion subscription, your Oracle team has capacity to load factors and write rules, and you want emissions stored next to procurement data. The license costs nothing extra.
Compliance
An SB 253, CDP or customer deadline before a Fusion project could finish. Export Payables lines, classify, review and file, with the mapping kept for next year.
Assurance
Multiple legal entities consolidated with intercompany eliminations, restatement handling and a read-only workspace for the assurance provider, at a published $23,400 a year.
Can Oracle Fusion Cloud Sustainability be used for SB 253?
It can calculate the numbers, but Oracle's implementation guide and datasheet do not mention SB 253, CSRD or ISSB, so the filing itself is up to you. For the first report due November 10, 2026, CARB accepts an existing annual report, data already reported to another program, its draft Scope 1 and 2 template, or a statement of non-reporting, and it names EPA eGRID as an acceptable Scope 2 factor source. Assurance is not enforced for the 2026 filing. Scope 1 and 2 for most Oracle shops come from utility and fuel invoices, which is exactly the data in Payables. The SB 253 reporting software page and the November 10 filing walkthrough cover what CARB's intake platform asks for.
Questions to ask before switching on the Oracle sustainability app
- 01 Are we eligible? Get written confirmation that your Fusion subscription covers Fusion Cloud Sustainability at no additional cost.
- 02 Which factors will we load? The sample EPA and UK government mappings are a start, not an inventory. Decide the factor sources and versions your auditor will accept.
- 03 Who writes the classification rules? Every activity type needs a scope and a Scope 3 category. Budget the hours for a year of invoices, not a demo set.
- 04 Where do non-Payables data come from? Meter reads, fleet fuel and non-Oracle subsidiaries arrive by REST, spreadsheet or file import.
- 05 What produces the filing? The ledger feeds dashboards and Cloud EPM. Confirm who formats the SB 253, CDP or customer submission.
