Microsoft Sustainability Manager pricing and license cost for Essentials and Premium
This page is for a US controller, IT or finance systems lead, or sustainability manager at a Microsoft shop who has been pitched Sustainability Manager by a Microsoft account team or partner and wants to know the full number before the next call. Unlike most enterprise carbon platforms, Microsoft prints its price. The figures here come from Microsoft's own Sustainability Manager product page on microsoft.com, its pricing data sheet, and the plans and licensing page on Microsoft Learn, all read in October 2026.
We sell a competing product, so read our half of the page with that in mind. Where Sustainability Manager earns its price, we say so. To see how your own supplier spend classifies before you commit to either, run a sample of your accounts payable export through the demo below.

How much does Microsoft Sustainability Manager cost?
Microsoft Sustainability Manager costs $48,000 a year on Essentials and $144,000 a year on Premium. Microsoft lists the plans at US$4,000 and US$12,000 per tenant, per month, and the product page calls Essentials the "basic tier". The price is per tenant, not per seat: Microsoft requires a tenant-level Sustainability Manager SKU, plus a user-level USL SKU for every person who works in the app, and licensing guidance published in February 2025 lists those user licenses at $0. Adding a fifth or fiftieth user therefore does not change the license line.
Two footnotes on Microsoft's own page change the real total. The first says certain features "require Azure meters and other Microsoft licenses (e.g., Microsoft 365, Power BI)". The second says the license includes a fixed Dataverse entitlement, so storage beyond it is bought separately. The pricing sheet adds that the price covers capabilities launched for general availability and that "additional post-GA features may be subject to additional charge."
| What you want to know | What Microsoft publishes | Source |
|---|---|---|
| Essentials | US$4,000 per tenant, per month ($48,000 a year) | microsoft.com product page, pricing data sheet |
| Premium | US$12,000 per tenant, per month ($144,000 a year) | microsoft.com product page, pricing data sheet |
| Licenses required | One tenant-level Sustainability Manager SKU plus a Sustainability Manager USL for each user | Microsoft Learn, plans and licensing |
| Dataverse included | Database 10 GB a month on Essentials, 50 GB on Premium; File 20 GB; Log 2 GB (product page footnote). The Learn plans table lists a different split, so confirm in writing | microsoft.com, Microsoft Learn |
| AI Builder | 25,000 credits a month on Premium only | microsoft.com product page |
| Other licenses | Some features need Azure meters, Microsoft 365 or Power BI | microsoft.com product page footnote |
| Trial | 30 days with most Premium features; converts to production only if you buy Premium | Microsoft Learn, plans and licensing |
| Where to buy | Microsoft account team or a Cloud Solution Provider | Pricing data sheet |
Microsoft Sustainability Manager Essentials vs Premium price
The Premium price is three times Essentials, and the jump buys specific things. On the Microsoft Learn plans table, Essentials calculates Scope 1, Scope 2 and Scope 3 categories 1 to 9, 12 and 13. Categories 10, 11, 14 and 15 (processing of sold products, use of sold products, franchises and investments) can only be loaded as precalculated emissions on Essentials; calculating them from activity data is Premium. Premium also adds reporting metrics, report versioning, what-if analysis, dynamic and static allocations, carbon fee, product carbon footprint, IEA factors, Copilot (preview), water and waste intensity KPIs and 2,000 authenticated Power Pages users for external data collection.
For most US companies the question is simpler than the feature table. If your Scope 3 is dominated by purchased goods and services, capital goods, fuel and energy, transport and business travel, Essentials calculates all of it. The Premium uplift of $96,000 a year makes sense when you sell products with large use-phase emissions, run franchises, or report financed emissions.
What the $48,000 and $144,000 tiers cover
$4,000 a month per tenant
Carbon, water and waste data model, Scope 1 and 2, Scope 3 categories 1 to 9, 12 and 13, EPA, DEFRA, IPCC, EXIOBASE and ADEME factors, Power BI dashboards, goals, workflow approvals.
$12,000 a month per tenant
Everything in Essentials plus all 15 Scope 3 categories, product carbon footprint, carbon fee, what-if analysis, IEA factors, report versioning, AI Builder credits and Copilot (preview).
Invoice data capture
Microsoft deprecated the packaged invoice data capture solution beginning January 5, 2026. Reading supplier bills into the app is now a build of your own.
Microsoft Sustainability Manager costs beyond the license
The license is the visible part of the bill. Four other lines decide whether year one lands near $48,000 or well above it.
- Implementation. Sustainability Manager is configured in the Power Platform: data model, organizational hierarchy, connectors, calculation models and reports. Most companies hire a Microsoft partner to do it, priced separately by the partner.
- Dataverse capacity. Developer, sandbox and production environments all draw on the same entitlement, and Microsoft's Learn page tells customers to monitor it. Extra database capacity is bought at Power Platform storage rates.
- Power BI and Azure. Dashboards are Power BI, and some features consume Azure meters. Microsoft's footnote makes those licenses your cost, not part of the tenant price.
- Getting the data in. With invoice capture deprecated, utility bills and supplier invoices either arrive as clean activity data through connectors or someone builds a replacement with AI Builder, Azure AI or manual entry. That is consumption and staff time on top of the license.
Microsoft Sustainability Manager route
- 01 Tenant license $48,000 or $144,000 a year through Microsoft or a CSP
- 02 Partner implementation Hierarchy, connectors and calculation models in the Power Platform
- 03 Build data intake Replace the deprecated invoice capture, map activity data
- 04 Power BI reporting Dashboards and disclosures on Dataverse data
Published-price route (CarbonAccounting.ai)
- 01 Pick a plan $2,340, $7,740, $23,400 or $41,880 a year, on the pricing page
- 02 Upload the AP export CSV or XLSX from Dynamics 365 or any ERP; each line gets a scope and category
- 03 Review the uncertain lines Only low-confidence lines go to a person; overrides are logged
- 04 Evidenced inventory Every tonne linked to its invoice line for SB 253, CDP or a customer

Is Microsoft Sustainability Manager worth the cost?
Microsoft Sustainability Manager is worth the cost when you already run Dynamics 365, Power BI and Azure, have an internal or partner Power Platform team, and want ESG data under the same identity, security and governance as the rest of the business. It covers carbon, water, waste and social metrics in one data model, ships factor libraries from EPA to EXIOBASE, and Premium adds product footprints and scenario planning that a large manufacturer will use.
It is more than the job needs when the job is one defensible inventory. A customer asking for Scope 1, 2 and 3 in a supplier portal, a CDP response, or a first SB 253 report (Scope 1 and 2, due November 10, 2026) does not need a $48,000 platform plus a partner project. For most US companies the largest line is Scope 3 category 1, purchased goods and services, and the data sits in accounts payable as supplier invoices, which is the exact step Microsoft stopped packaging in January 2026.
A cheaper route for Dynamics 365 companies
The classification of a year of supplier spend into the right scope and Scope 3 category is the work that takes the time, and it is what we automate. Export the vendor ledger from Dynamics 365 Business Central or Finance, upload it, and every line gets a proposed scope and one of the 15 Scope 3 categories with a reason and a confidence score. Only the uncertain lines go to a reviewer, and every tonne stays linked to the invoice line that produced it, which is what an assurance provider samples. Plans run from $2,340 to $41,880 a year, published, and Enterprise includes SSO/SAML and SCIM provisioning for Entra ID.
The Dynamics-side choice between a native add-on and an external tool is covered in our guide to the best carbon accounting software for Microsoft Dynamics 365, and the product comparison is on Microsoft Sustainability Manager alternatives.
How to negotiate a Microsoft Sustainability Manager quote
- 01 Start on Essentials unless you need categories 10, 11, 14 or 15. The upgrade path runs through licensing, and Microsoft says premium data is kept, just hidden, if you move between plans.
- 02 Use the 30-day trial on your own data. Load one year of activity data before you sign, so the partner estimate is based on what your data really looks like.
- 03 Get partner services fixed and dated. Ask for a fixed fee, a date for the first usable inventory, and who builds the invoice intake now that the packaged capture is deprecated.
- 04 Put Dataverse capacity in the quote. Count environments and expected data volume up front, and price any extra capacity on the same paper.
- 05 Bundle it with your Microsoft agreement. If you buy through an Enterprise Agreement or a CSP, ask for Sustainability Manager on the same renewal terms as the rest of the estate.
- 06 Check the exit. Data lives in Dataverse; confirm you can export activity data, factors and calculation results in a usable form, not only Power BI reports.
