Persefoni vs Watershed and which carbon accounting software to buy for SB 253, CDP and a mid-market budget

The pattern in that table is the whole decision in miniature. Persefoni has moved toward the smaller buyer, with a free tier and fixed-price compliance services on top of an enterprise platform. Watershed has stayed an enterprise program platform and competes on depth and on outcome guarantees rather than on an entry price.
How much do Persefoni and Watershed cost?
Persefoni publishes more than most vendors in this category. Persefoni Pro is free, with no trial period and no credit card, and covers Scope 1, 2 and 3 for a single user. The GHG metrics reports, including the CDP report, and concierge support are paid add-ons. Its California managed services start at $25,000 for an SB 253 Scope 1 and 2 inventory, $25,000 for an SB 261 climate risk report and $40,000 for both. The Advanced enterprise platform has no list price.
Watershed publishes no pricing, and its site has no pricing page. Expect an annual enterprise contract sized to the number of entities, the modules you take and how much expert support is included. Any exact Watershed figure you read on a comparison site is an estimate. When you compare quotes, compare total first-year cost, which includes implementation and your own staff time, not the license line, and ask what year two costs once the inventory exists. Which is better for California SB 253?
It depends on which year you are buying for. The first SB 253 report, Scope 1 and Scope 2 for fiscal 2025, is due November 10, 2026 under CARB's modified regulation, which as of September 2026 was still awaiting approval by California's Office of Administrative Law. CARB has said limited assurance is not required for that first submission. Limited assurance over Scope 1 and 2 begins with reports submitted in 2027.
That timing changes how to read the two offers. Watershed's Guaranteed Assurance promises that a Watershed expert works with you and your auditor until you pass SB 253 assurance, and waives the following year's fees up to $250,000 if you do not. It is available only to customers using Watershed's standard methodologies and its paid Verification Support package, and its terms carry limitations. It is a real commitment, but it bites on the 2027 cycle, not the November 10 filing. Persefoni's $25,000 service is aimed squarely at the first filing: a done-for-you Scope 1 and 2 inventory and disclosure for a company that wants the obligation handled with minimal internal effort.
So a company that needs something filed this year and has no internal team leans toward Persefoni's managed service. A company planning a multi-year program with assurance as the main risk leans toward Watershed. A company whose Scope 1 and 2 already sit in utility bills and fuel invoices may not need either for the first filing. Which is better for a CDP response?
Both name CDP among their frameworks and both can produce the Scope 1, 2 and 3 figures a CDP climate response asks for. The difference is packaging. On Persefoni Pro, the CDP report is an add-on, so the free tier gets you the inventory and you pay for the formatted output. On Watershed the reporting sits inside the contract. This is the closest contest. Persefoni built early around financial services, with financed emissions accounting under PCAF, investor emissions reporting and portfolio company engagement as named modules. Watershed describes itself as PCAF's first accredited partner and says it works with 4 of the top 6 US banks and 6 of the top 10 private equity firms. If financed emissions are your main job, run both through the same portfolio sample and compare the data-quality scores each assigns. That test tells you more than either feature list.
What changed at each company in 2025 and 2026
- Persefoni took on Diligent's carbon accounting clients. On October 22, 2025, Diligent announced it would move its carbon accounting clients to Persefoni and take an equity stake. What that means for those clients is on the Persefoni Diligent migration.
- Watershed took on Emitwise's customers in June 2025, when Emitwise wound down its products. That was a customer agreement, not an acquisition.
- Both shipped AI agents. Watershed launched AI agents in April 2026. Persefoni launched an Analytics Agent in May 2026 and a Data Agent in August 2026.
- Watershed launched Product Footprints in September 2025, which matters if customers ask you for per-product figures rather than a company total.
Consolidation is the theme across the category. Nasdaq sold its Metrio platform in August 2026, covered on Nasdaq Metrio alternatives. Buying from a well-funded vendor is sensible; so is making sure your inventory, factors and evidence can be exported in a form another tool can read.
When neither is the right purchase
Both platforms assume someone will run them. If your trigger is one filing or one customer questionnaire, your emissions sit mostly in accounts payable, and the person doing the work is a controller rather than a sustainability team, a smaller tool gets you to a defensible number faster.
